The first public meeting on Abrams and Opequon Creek TMDL IP was conducted June 13, 2005 at Shenandoah University, Winchester, VA. The Meeting was attended by approximately 65 people.

As was discussed at last month’s rural work group session, I believe it would be extremely useful to include an overlay of major highways and roads for each of these maps. Most of us experience this land primarily by what we see from a road, so their inclusion on the display of data would give us a useful orientation from which to understanding these visual data displays. I suggest that it is of high priority to add this overlay to all existing maps used in the TMDL Implementation process, in addition to including this overlay on any future map that is prepared.

I also suggest the addition of two new “land use” categories to these maps. The first is areas that are ecologically classifiable as wetlands. Such areas are an important component of the hydrological cycle, and they can play an important role in retaining sediment and in the ecological processes that moderate the population of micro-organisms. The second is floodplains. Floodplains are very important to smoothing out peak flows, and frequently form the interface between the flowing water and land. Perhaps the 10-year floodplain might be most relevant in this regard. Responsible management of wetlands and floodplains could be an important TMDL Implementation tool.
